New sniper scrim server - Dallas

Moved scrim server to Dallas. New IP 68.232.163.71


Also updated the mod. CKR sniper only, taking rifle gives KAR 98. Take MG for other team's sniper.

Sniper speeds are NOT equalized.

Changed the plugin to match new ip address
