Its the defaut installation spot, which is a window protected folder, hence the problem.
Ohhhhhhh gotcha. In any case though, I did figure out the issue. Whenever I used the map packs mod I was using the infraction fixer to check for any infractions instead of just running the game. Turns out the infraction fixer isn't the greatest. I ran the game and it's all good now.
